Job Title: Senior Director of Government Relations

The Pennsylvania Medical Society (PAMED), a statewide professional association which provides representation and advocacy for physicians, seeks a Senior Director of Government Relations.

POSITION SUMMARY:

The Senior Director of Government Relations (SDGR) will have direct strategic and operational responsibility for activities related to advocacy, grassroots development and PAC oversight for the Pennsylvania Medical Society (PAMED). The position will be a part of the senior management team that works with the Executive Vice President/CEO and volunteer leadership to drive overall strategy for the organization in these areas. This position will manage a staff team of 5, the SDGR must develop deep knowledge of each project, program and policy areas as they are related to the Pennsylvania government. The SDGR will implement team business plans and strategic implementation plans, work to foster connections, collaboration, and communication across the program and policy teams.

QUALIFICATIONS: Required Skill/ Education/Knowledge

The SDGR must have demonstrated leadership and relationship management experience and strongly demonstrated success developing staff teams and managing external relationships. The SDGR must have 7+ years of management experience. Experience working with physicians is preferred. Legislative and policy development experience, as well as programmatic and budget oversight and development are required. Legislative, member, public communications, written, and oral is essential.

• Initiative, Leadership and Management: This individual will have taken a hands-on approach in leading a variety of initiatives. The ideal candidate will have a track record of effectively leading a performance-based and outcome-based program and staff. S/he will have developed and operationalized strategies that have taken a policy, program or organization to the next stage of growth and development.
• Knowledge of the Legislative and Policy Making Process: This individual must be fluent in the legislative and regulatory processes that impact physician practice. Experience in government or government affairs work as an advocate, staff member, lobbyist and/or program manager, policy analyst desired, but not required.
• Team Building and Development: The successful candidate will have recruited, managed, and developed a strong team of staff professional staff. This individual will serve as a “player/coach” to motivate and mentor his/her team and work together to implement work plans and strategies.
• Exceptional Communication and Influencing Skills: As a voice and advocate for PAMED, the SDGR will have strong written and verbal communication skills. S/he will be proficient in the utilization of multiple forms of media for presentations. S/he will be a persuasive, credible, and polished communicator with excellent interpersonal and multidisciplinary project skills. This individual must work collaboratively with internal as well as external partners and other organizations. Ideally, this person will have served as an effective spokesperson at the state or regional level. The SDGR must be able to communicate effectively to different and diverse populations, i.e. physicians, government officials, general public.
• Volunteer Leadership Management: This individual will have experience working with high-level volunteer boards. The candidate will have broad experience guiding and leading committee work and providing critical information to volunteer leadership that effectively empowers and informs the decision making process.
• Ability to meet strategic objectives while effectively developing and managing a budget.
• Ability and experience in engaging a wide range of stakeholders including advisory groups, coalitions, forums, trade associations, foundations, corporate sponsors, and practitioner groups.
• Ability to work effectively in collaboration with diverse groups of people, including those that may disagree with PAMED’s public policy decisions or legislative agenda.

• Master’s Degree preferred with at least 10 years of management experience in a related industry or organization.

SPECIAL REQUIREMENTS:

High incidence of after-hours meetings and regular travel.

ESSENTIAL DUTIES:
Program Leadership & Management
1. Work with leadership and staff to implement organizational vision and reach strategic milestones as established in PAMED's Strategic Plan.
2. Ensure ongoing government relations and policy excellence
3. Demonstrate consistent quality of finance and administration, communications, budget and oversee recommend timelines and resources needed to achieve the program and policy goals.
4. Attract, develop, coach, and retain high-performance team members, empowering them to elevate their level of responsibility, span of control, and performance.
5. Work with staff to develop systems to ensure consistent, high-quality project and policy management.
6. Provide leadership in development of inter-team communication and cohesiveness, sustaining PAMED’s culture of innovation and member service.
External Relationships
7. Manage relationships with partner organizations to include related healthcare groups, physician specialty groups, county medical societies, hospitals and health systems, policymakers and legislators, key officials, etc.
8. Support the development of programs that can be shared and/or implemented jointly with county medical society partners, including educational and advocacy events that demonstrate PAMED member value and relevance.
Policy and Program Coordination
9. Develop the necessary systems, processes, and tools to support the facilitation, collection, and sharing of knowledge that is generated by the Government Relations team and create and communicate member value and relevance generated by those teams.
10. Ensure that key project outcomes and/or policy, advocacy, and legislation are evaluated and leveraged for maximum impact and member benefit.
11. Work collaboratively with the senior management team to integrate cross program activities and functions.
12. Oversee staff participation in external working groups and regulatory processes, participate in political events and fundraisers as a representative of PAMED, assure the effective functioning of internal Task Forces and Advisory Committees as required.
