Job Title: Compliance Consultant – Eastern PA Territory

POSITION PURPOSE:

Develop compliance consulting business ensuring a quality experience for client credit unions while generating revenue.  Consult and coach client credit unions on matters such as policies, operations, regulatory implementation, compliance risk assessments and training.

ESSENTIAL FUNCTIONS:

1.   Engage in proactive contact with credit unions to develop and maintain a book of compliance consulting business with the aim of generating revenue and meeting the credit unions ‘compliance needs. Deliver consultations by in-person visits, virtual meetings, telephone and email.

2.   Conduct training, on a fee basis, for client credit unions or chapters of the Association. 

3.   As assigned, conduct research and development of compliance programs for credit unions (other than compliance consulting) to include Compliance Town Meetings, chapter programs (both fee-based, and dues-supported updates) and fee-based training programs.    

4.   Log contacts into database and provide reports to supervisor as determined by supervisor. Share intelligence learned from consultations, alerting supervisor or other departments of issues impacting credit unions.

5.   Cross-sell education and professional development opportunities offered by the Association as well as products or services offered by Pacul Services. Provide referral opportunities to the appropriate department.

6.   Monitor a variety of publications and resources to keep pace with technology, economic and market conditions, and changes to laws or regulations affecting credit unions. 

7.   Maintain up-to-date knowledge, information about laws and regulations that impact credit unions.

8.   Research various topics, including but not limited to legal or regulatory issues, and prepare papers and/or memoranda reporting findings and conclusions in a clear and meaningful fashion.

9.   Write news-style articles, essays or other types of media disseminating compliance, operational or regulatory issues to credit unions.

10.  Travel as needed per the essential functions of generating revenue, maintain a book of compliance consulting, and conduct compliance training. Attends and participates in meetings, seminars, conferences and PCUA Chapter events as necessary.

11. Performs other duties as assigned by supervisor.

KNOWLEDGE, SKILLS, & ABILITIES:

1.   Knowledge - Maintains required knowledge, skills and abilities in assigned area of expertise, including the laws, standards, fundamentals, methods, procedures, and techniques required for the job.

2.   Maintains knowledge of PCUA’s goals, culture, philosophy, products and services, policies, and internal practices.

3.   Proficient with Microsoft Office Suite products (Outlook, Excel, Word, PowerPoint).

4.   Ability to read, analyze and interpret documents containing laws and regulations of the financial industry.

5.   Workflow Management - Manage time effectively, meet deadlines and produce quality work requiring little or no review.  Manage high volume of work assignments.

6.   Demonstrated ability to maintain confidentiality and handle sensitive information.  

7.   Communication – Speaks, listens and writes in a clear, thorough and timely manner using appropriate and effective communication tools and techniques.

8.   Public speaking skills/facilitation skills. Ability to support effective interaction between and among people and groups of people (i.e., chapter meetings, conferences).

9.   Travel - must be available for extensive travel and work irregular hours including nights, weekends and overnight stays. Must have the ability to drive and possess a valid PA driver’s license (no suspensions or similar legal prohibitions on driving). Individual will be required to use their own vehicle for travel.

10. Certifications - must achieve and maintain Regulatory Compliance Certification via CUNA’s RegTraC Level 2 program, Credit Union Compliance Expert (CUCE) designation and the CUNA Bank Secrecy Act Compliance Specialist (BSACS) designation.

11. Attendance - Regular and consistent attendance is required to maintain acceptable performance standards and routine duties of the position.

EDUCATION AND EXPERIENCE:

Bachelor’s degree in Business, Paralegal Studies, or Finance from an accredited college or university, and 3-5 years of related financial services industry experience. Accounting, auditing or legal experience a plus, but not required. May consider an equivalent combination of education and experience.
