Ron Gallagher


Ron currently serves as the President, Pennsylvania Association of Mutual Insurance Companies (PAMIC) providing advocacy, education and networking programs to PAMIC’s members.  Prior to this position Ron served the Pennsylvania Insurance  Department for 25 years with the last 15 years as the Deputy Commissioner for Market Regulation overseeing the licensing programs for individuals doing the business of insurance, compliance programs (Market Analysis and Market Conduct exams), enforcement programs and consumer complaint handling.  He also had the responsibility for overseeing the Department's IT programs.

Ron is also retired from the United States Air Force Reserve wit the rank of Lieutenant Colonel.  His 24 year career in the Air Force spanned the gamut from environmental engineering to supply chain management responsibilities.

Ron graduated from the Pennsylvania State University with a degree in Petroleum Engineering and the Florida Institute of Technology with a Masters in systems Management.  He also holds the designation as a Professional Engineer.

Vincent Phillips


Vince Phillips has been a registered lobbyist in Harrisburg, PA since 1989. He started Phillips Associated April 1, 1999, after over twenty years in Federal and state government relations. He represents a number of clients including Pennsylvania State Council of Farm Organizations (PSCFO), PA Septage Management Association, Mid-Atlantic Soybean Association, PA State Grange, and Crop Insurance Agents Association of PA, etc. 

Prior to being recruited to Pennsylvania, Vince worked in Washington, D. C., as Press Secretary to the National American Wholesale Grocers Association, now part of the Food Marketing Institute. He was a Reagan-Bush Administration political appointee in the U.S. Department of Agriculture (Office of the Secretary, Office of Public Liaison, and Office of Rural Development Policy). His DC tenure also included work for a U.S. Congressman and service in the Office of the President-Elect (Transition Team) in 1980.

Vince is certified by the PA Insurance Department as an instructor, and his firm is approved to offer over 70 Continuing Education courses. He holds a Bachelor of Arts from Indiana University South Bend, a Master's from the University of Notre Dame, and a Master's in Public Administration from the Maxwell School at Syracuse University as well as a Graduate Certificate in Public Policy from Indiana University's School of Public and Environmental Affairs. He and his wife York native Claudia Keiper Phillips reside in Mechanicsburg, Cumberland County.

Ted Mowry


At Gunn-Mowery, Ted’s chief role is leading the agency’s Employee Benefits Practice Division, ensuring that clients keep pace with the challenges and demands of the ever-changing healthcare landscape. Ted founded Gaughen Insurance, in collaboration with Jack Gaughen Realtor, to bring personal insurance products and solutions to their customers. He is also a partner of Gunn-Mowery Properties, LLC, a real estate holding company. Ted has over three decades of experience in the risk management and employee benefits sector, with expertise in mid-market solutions, estate and business perpetuation planning, executive and defined compensation, as well as annuities. He holds his Securities Series 6 and 63 licenses and is a registered representative for Principal Securities.

Ted has been very involved over the years serving on many community boards and fundraising efforts. Formerly, he was President of the Dauphin, Cumberland and Perry County Mental Health Association, a board member for the Capital Region Economic Development Corporation, a board member of the Frederickson Library, a member of the Camp Hill School Board for 14 years acting as President for 8 of those years, a founding member of the Lion Foundation and a board member of the West Shore Country Club. Currently, Ted is a board member and Compensation Committee Chair for Mid Penn Bank. He received his Bachelor’s degree from Gettysburg College. 

Greg Gunn


Greg Gunn is the managing partner at Gunn-Mowery, LLC. Greg received his Bachelor’s degree in the dual majors of Quantitative Business Analysis and Finance from Penn State University. At Gunn-Mowery, Greg manages overall operations with specific responsibilities for the commercial and administrative departments, as well as acquisitions. Greg also provides risk/insurance management and employee benefit support for many spectacular mid-market clients.

Greg is currently Pennsylvania’s director for Independent Insurance Agents and Brokers of America. Greg was recently named to Insurance Business America’s 2017 Hot 100 list and was previously named 2013 Executive of the Year by the Central Penn Business Journal. In 2012, he was Chairman of the Annual Campaign for the United Way of the Capital Region and successfully led an $11.8 million fundraising effort. He currently serves on the Board of Directors for the United Way of the Capital Region, The Harrisburg Regional Chamber of Commerce, Holy Spirit Hospital, Penn State Harrisburg, Reynolds Enterprises, NorthStar Insurance Ltd., and Centre County United Way. Formerly, Greg served as Chairman for the Insurance Agents & Brokers (PA, MD, and DE), Big Brothers Big Sisters of the Capital Region, and the American Subcontractors Association of Central Pennsylvania.
